Parish Council Minutes – 26th September 2022

MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

HELD ON MONDAY 26th SEPTEMBER 2022 IN THE MEMORIAL HALL, PENSFORD

Present: Mr P Baxter, Mr S Filer, Ms J Flower, Mrs S Grimes, Mrs J Gully, Mr T Heaford (Chairman), Mrs T Jones, Dr L Malt, Cllr P. May (B&NES) Mrs H Richardson (Clerk) and 5 Members of Public.

Public Submissions: Representatives from ‘Avon Needs Trees’ presented plans to plant trees in a 113 acre site near Parsonage Lane. They would be consulting neighbouring homes in the near future. Several local jobs are currently being advertised in connection with the project and they would be holding a consultation drop -in session in the Memorial hall on Friday 14h October between 5.30pm & 7.30pm
Members of the Climate Emergency Working group gave the Parish Council an update and explained how they see the relationship going forward.

31.3. The Minutes of the Meeting held on Monday 25th July 2022 were agreed as a true and fair record and the Chairman signed them.

31.4. Planning:

a) Applications to consult:
i) 22/03428/ADCOU. Unregistered Farm Buildings Adjacent To Sandhills, Birchwood Lane, Publow: Prior approval request for change of use from Agricultural Barn to Dwelling (C3) and associated building operations. The Parish Council support the Application, however concerns were raised about the access from Birchwood Lane onto the A37, and flagged a historic fatality and more recent accident at that junction.

ii) 22/03521/FUL.13 Hillcrest, Pensford: Two storey side extension and rear decking, formation of 3 No parking spaces to side. The Parish Council resolved to SUPPORT the application.

b) Decision Notification:
i) 21/03227/FUL: Sunny Acres, Woollard Lane, Publow: Alterations to combine two existing dwellings to create 1no.dwelling, demolition of attached garage and outbuildings. Erection of 1no. new dwelling and associated works PERMIT
ii) 22/00038/RF & 21/00419/EFUL Resourceful Earth Ltd Charlton Field Lane Queen Charlton: Development of an Anaerobic Digester Facility (including retention of the existing Feedstock Reception Building, Digester Tank (x5), Storage Tank, CHP Engine (x4), Transformer, GRP Substation, GRP Technical Room (x5) and Gas Equipment) to produce both gas and electricity for injection into the local grid networks, alongside the restoration of the former Queen Charlton Quarry Site with ecological and landscape enhancements. WITHDRAWN.
iii) 22/00375/FUL: Greenfields, Blackrock Lane, Publow. Erection of dwelling & detached home office including demolition of detached barn. WITHDRAWN

31.5. Matters for Discussion / Decision

a) The Parish Council considered the future role of the Climate Emergency Working Group and recognised that it had partly evolved into an independent group. However, in order for the Parish Council to be able to support the group and to continue with projects with a financial commitment already underway, it should continue to be affiliated to the Parish Council.. Members of the group were invited to rewrite the Terms of Reference to be considered by the Parish Council. The Parish Council asked that report on the BWCE Community Energy Audit is provided by the end of December.

b) The Parish Council agreed to a request from Chew Valley Area forum Sub-Group to help to direct residents to support available via B&NES to assist householders with the home energy cost crisis.

c) The Parish Council resolved that they would not take part in Clean & Green community Action Days as the volunteer litter pickers do a great job with the current arrangement, putting time in as and when was convenient to them.

d) The Parish Council considered a proposal to employ a Village Caretaker and agreed to put together a draft role profile and consider the impact on the precept due to wages and additional costs.

e) The Parish Council considered arrangements for emptying the litter bins as it is too reliant a few volunteers. It was agreed that an audit of the bins should be carried out to see if all ten were needed. The task would be considered along side the proposal for a village caretaker.

f) The Parish Council approved expenditure of £67 (inc VAT) for Bins Liners (Retrospective)

g) The Parish Council approved expenditure of £1300 for fingerpost renovations for new post. (Retrospective)

h) The Parish Council resolved to apply for a grant from the Community Trust for £1431 towards fingerpost renovations and approved expenditure for £1431 for fingerpost renovations on receipt of the grant.

31.6. Financial Matters

a) The Financial Report for August and September were accepted.

31.7. B&NES: The Ward Councillor reported that the Local Plan Partial update had a few minor updates and should be approved by the end of the year. The process for the new Local Plan Starts in October. The Ward Councillor has made the decision to move to the Lib Dems as he sees it as the best way of protecting this area from development in the Local Plan.
He has been asked by a resident to investigate apparent works in the field opposite Station Approach.

31.8. Reports

a) Defibrillators Light – No Update, leave on agenda

b) PCAA – New chairman has taken over following retirement of previous chairman. They are aware of an increasing number of noise complaints due to a change in the flight path over Pensford. Residents are urged to register their complaints with Bristol Airport so that evidence can be gathered.

c) Land for Sale Blackrock Lane: the Parish Council were interested to hear of the planned tree planting.

d) ANPR Project. The Working group met last week and are preparing the draft Impact assessment, privacy policy and host agreements to present to council for approval.
