Parish Council Minutes – 10th October 2022

MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

HELD ON MONDAY 10th OCTOBER 2022 IN THE MEMORIAL HALL, PENSFORD

Present: Mr P Baxter, Mr M Daniels, Mr S Filer, Ms J Flower, Mrs S Grimes, Mr T Heaford (Chairman), Mrs T Jones, Dr L Malt, Mrs H Richardson (Clerk) and 2 Members of Public.

32.1. Apologies: Mrs J Stephenson, Mrs J Gully, Mr A Lyon, Cllr P. May (B&NES)

32.2. Declarations of Interest: None

32.3. The Minutes of the Meeting held on Monday 26th September 2022 were agreed as a true and fair record and the Chairman signed them.

32.4. Planning:

a) Applications to consult:
i) 22/03725/LBA: Pensford Viaduct, Stanton Lane, Pensford: Rake out and re-point inside and outside face of both parapets for full length of viaduct. The Parish Council resolved to SUPPORT the application.

b) Decision Notification: None

32.5. Matters for Discussion / Decision

a) The Parish council reviewed and updated the management plan for Remembrance Day

b) The Parish Council reviewed and agreed responses to the Parish Council Bus Survey

c) The Parish Council reviewed documents for the ANPR project

i) The Data Protection Impact Assessment (DPIA) was approved & adopted
ii) The Consolidated procedures were approved & adopted
iii) The Data confidentiality Agreement was approved & adopted.
iv) The host agreement was reviewed & adopted.

d) The Parish Council resolved to support the PCAA response to Bristol Airport’s application for year round slot coordination.

e) The Parish Council considered a complaint received regarding Ash Tree shreddings in the Allotments. It was established that the tree shreddings had been organised by allotment holders, and the tree surgeon would be contacted to make sure that they were not given Ash Tree shreddings in future

f) It was agreed that a request would be sent to Highways to ask them to address the issue of vehicles driving the wrong way along Church Street.

a) The Financial Report was accepted.

c) The Parish Council reviewed 2022-23 budget 6 month budget report

d) The Parish Council discussed the projects to be included in the 1st draft of the 2023-24 budget, including a village caretaker, celebrations for the Coronation and to ringfence funds for emptying bins if the volunteers are unable to continue.

32.7. B&NES: The Ward Councillor sent his apologies.

a) Defibrillators Light –waiting for quote for clear plastic ledge.
b) PCAA – see 32.5d
c) Tennis Club: Pavillion is up and 85% paid for through grants & donations. Fundraising is continuing, with the recent successful Duck Race.

32.9. Reports: Items to carry forward to the next meeting: Proposal to relocate meetings to the Church Rooms, Ward Councillors plans for footpaths & Carparking. Bins
