 MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 11th September 2023 in the Memorial Hall, Pensford

Present: , Mr P Baxter, C Dinsdale, Mr S Filer, Mr S Grimes, Mrs S Grimes (Chairman), Mrs J Gully, Mrs T Jones, Mrs J Stephenson, Mr W Tantam, Mrs H Richardson (Clerk) Paul May (Ward Councillor) and 5 Members of Public.

Public Participation: A member of public outlined a proposal to create a multifunctional space for education & inter-generational skill sharing on a plot of land in the Parish.

42.2. Declarations of Interest: None

42.3. The Minutes of the Meeting held on Monday 10th July 2023 were agreed as a true and fair record and the Chairman signed them.

42.4. Planning:

a) Applications to report:

i) 23/02315/FUL:Bell Farm, Hunstrete Lane, Woollard. Change of use from Agricultural to mixed Agricultural and Commercial, and erection of Shepherd’s Hut/Cafe and Toilet Hut. The Parish Council OBJECTED to this application due to concerns about traffic & parking.

ii) 23/02417/PIP: Jat Environmental Reclamation Ltd, Pensford Hill, Pensford. Permission in Principle Planning Application for the Erection of up to 6 New Build Dwellinghouses (Use Class C3) and associated Infrastructure at JAT Reclamation. The Parish Council OBJECTED to this application as it is outside the HDB & in Greenbelt.

iii) 23/01872/FUL: Hill House, Pensford Hill, Pensford. Erection of front porch on road side elevation. The Parish Council SUPPORTED this application

iv) 23/02697/TCA: Bell Farm, Hunstrete Lane. 7 no Willow trees, pollarding to 1.5m above natural ground level Apple tree-extensive prune’ The Parish Council SUPPORTED this application.

v) 23/02678/FUL: Kensington House, Pensford Hill, Pensford, Erection of fence. The Parish Council OBJECTED to this application as there unresolved issues regarding the party wall.

b) Applications to consult:

i) 23/00549/FUL. Land Adjacent To Meadow Barn, Wick Lane, Pensford. Creation of a vehicular access onto an agricultural field with the erection of gates and fencing.(Revised Information) The Parish Council resolved to OBJECT to this application as the minor changes presented do not alleviate the Parish Councils concerns regarding the access

c) Decision Notification:

i) 23/02409/TCA. Pensford County Primary School, Pensford Hill, Pensford. 068510-Betula Pendula-prune back from building/boundary giving 1-2m clearance 068515-Salix Alba ‘tristis’- remove major dead wood (>50mm), repollard 068520-Fraxinus Excelsior- Fell, Treat stump with Herbicide 068525-Acer Pseudoplatanus-Fell 068540-Acer Pseudoplatanus-Prune back from building/boundary ,sever climbing plant at base 073740-Acer Pseudoplatanus-Fell 073807-Fraxinus Excelsior-Fell, has Ash Die Back in Canopy 073809-Fraxinus Excelsior-Fell, has Ash Die Back in Canopy. NO OBJECTION

ii) 23/00572/FUL. Southleigh Farm, Birchwood Lane, Erection of two storey side extension. Internal reconfiguration of ground floor and first floor layouts following demolition of existing garage and store. PERMIT

42.5. Matters for Discussion / Decision

a) The Parish Council supporting in principle the creation of a safe route to school and asked the Ward Councillor to take it forward with B&NES.
b) The Parish Council accepted the Marquee Hire Policy
c) The Parish Council agreed to support the Ward Councillor funding for Clock Tower project, allowing the funds to be paid to the Parish Council and then passed onto to the Clock Tower Project.
d) The Parish Council agreed that Hareclive Development Holdings Hording should be contacted and asked to remove the sign on the A37 which obstructs the Millennium Stone.
e) The Parish Council agreed to setup a working group to write a plan for the parish. All Councillors would be members of the working group and the Terms of reference were agreed.
f) The Parish Council approved expenditure of £67 for 400 Black Bin Bags for Litter Bins

42.7. B&NES Ward Councillor reported that he has requested that the planning application on Hillcrest is called into committee if the officer is minded to approve it. He has received numerous reports of excessive speeding on Old Road. He is planning to contact highways to talk through a number of recurring issues in the parish. There was a local plan meeting in Whitchurch which our Chairman attended. The HELAA shows a number of potential development sites around the parish. The Ward Councillor is reiterating to B&NES that Pensford is not a sustainable location for development with poor transport systems. The Climate Group is looking for a tree warden. The Metro Mayor visited the post office after issues raised about lack of parking in Church Street and the proposals to remove current parking provision as part of the Somar Valley Transport Links Consultation. The Metro Mayor assured the post office that they would be rethinking the proposals as they hadn’t been sufficiently thought through. Resourceful Earth Still hadn’t removed their buildings and so there was a possibility of legal action.

42.8. Reports

a) PCAA: flight paths have been circulated, there is a planning application for a replacement multistorey car park and temporary carpark for 2 years while it is being constructed.
b) ANPR: it was agreed that the Clerk would write to the contractor.
c) Table Tennis Table: Footing due to be laid this week, ready for delivery any day next week.
d) Allotments: Maintenance is needed on the gate, costs to be provided. Looking for a way of deterring deer. Three plots available.
e) Remembrance: application being put together for road closure & event management.
f) Clerks Report – circulated
g) The Chairman- Attended Local plan meeting
