Parish Council Minutes – 9th October 2023

MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 9th October 2023 in the Memorial Hall, Pensford

Present: Mr P Baxter, Mr S Filer, Mr S Grimes, Mrs S Grimes (Chairman), Mrs J Gully, Mrs T Jones, Dr L Malt, Mrs J Stephenson, Mr W Tantam, Mrs H Richardson (Clerk) and 2 Members of Public.

Public Participation: A member of public commented that the village was looking messy with weeds everywhere.

43.1. Apologies: C Dinsdale, Paul May (Ward Councillor)

43.2. Declarations of Interest: None

43.3. The Minutes of the Meeting held on Monday 11th September 2023 were agreed as a true and fair record and the Chairman signed them.

43.4. Planning:

a) Applications to consult:

i) 23/02251/FUL. 48 Hillcrest, Pensford. Erection of 2no. dormer bungalows. The Parish Council resolved to OBJECT to this application due to overdevelopment of the plot.
ii) 23/002340/VAR. Bristol Barbarians Rfc, Norton Lane, Whitchurch .Variation of condition 5 (Plans List (Compliance)) of application 19/03580/VAR (Erection of new club house, facilities and associated works) to substitute approved drawings, to accommodate revise scale of club house building, revise approved pitched roof form to a flat roof, revise external cladding from galvanised metal sheeting to timber boarding, revise disabled access ramps and decking. The Parish Council resolved to SUPPORT this applications
iii) 23/03587/ADCOU: Unregistered Farm Buildings Adjacent To Sandhills, Birchwood Lane, Publow. Prior approval request for change of use from agricultural building to 2no. dwellings (Use Class C3) and associated operational development. The Parish Council resolved to SUPPORT this application but still have concerns about the junction onto the A37.

b) Decision Notification:

i) 23/02417/PIP: Jat Environmental Reclamation Ltd, Pensford Hill, Pensford. Permission in Principle Planning Application for the Erection of up to 6 New Build Dwellinghouses (Use Class C3) and associated Infrastructure at JAT Reclamation. REFUSED
ii) 23/01872/FUL: Hill House, Pensford Hill, Pensford. Erection of front porch on road side elevation. PERMIT

43.5. Matters for Discussion / Decision

a) The Parish Council working group met on 4th October and identified three key issues to progress. Parking for visitors and residents, speeding on A37 & High Street, safe route to school. It was agreed that the group would meet monthly and report back to Parish Council meetings.
b) The Parish Council reviewed the recommendations made within Report 4 of the Northeast Somerset TRO and were not satisfied with the changes made. The Parish Council want to allow some parking along Publow Lane but have requested the introduction of passing places created by double yellow lines as previously requested. In reference to Plan 11, there is no need for double yellow lines across the whole section and would like to see the existing double yellow lines extended about 20 metres so that it prevents parking opposite the vehicular access to Belle Vue.
c) The Parish Council resolved to accept the amended complaints procedure.
d) The Parish Council discussed proposed updates to the standing orders and would review again next month once all councillors had read the documents.
e) The Parish council resolved to express an interest to B&NES in a Cycle Hanger in the parish, it was agreed that we would like to be considered as long as the Cycle hanger did not take away a parking space.
f) The Parish Council reviewed the B&NES Bus petition but resolved not to take further action.
g) The Parish Council considered a request to install a basketball hoop, but having just installed the Table Tennis Table, decided against it at this time.

43.6. Financial Matters

a) The Financial Report was accepted and the Parish Council reviewed the 6 month budget report.

43.8. Reports

a) PCAA: Meeting this week – SG to attend
b) ANPR: Ongoing, .
c) Table Tennis Table: has been installed.
d) Allotments: Maintenance is needed on the gate, costs to be provided.
e) Remembrance: JS to speak to Bugler, Clerk to collect 2 wreaths & 20 poppies. Road closure application & event management plan has been submitted.
f) Clerks Report – circulated
g) The Chairman- Completed Rural facilities Audit and Parish Survey. Attended ALCA Agm and has been chasing up the additional name to be added on the memorial.
