MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 8th July 2024 in the Memorial Hall, Pensford

Public Participation:
Jane Flower – raised concerns that the village does not look attractive. Flower boxes have no flowers. The flower box on the green is being repaired by a local. The Parish Council agreed this needs to be put on agenda for next month.

Sam Miller – Re: Hollies Application – item 53.4.ii. Mr Miller explained reasons for special circumstances. Has model of bungalow and offered it to be shown to all in attendance of the meeting.

53.2. Declarations of Interest: Paul Baxter – stood down as Chair and spoke as a member of the public regarding item 53.4. ii. Copy of his speech can be provided if you wish to see by contacting Paul Baxter via email.

53.3. The Minutes of the Meeting held on Monday 10th June 2024 were agreed as a true and fair record and the Chairman signed them. Paul accepted the minutes and Steve seconded it. They were not signed. This to be done at the next meeting.

53.4. Planning:

a) Applications to consult:

i) 24/02298/FUL. KENSINGTON HOUSE, Pensford Hill, Pensford. Raising of roof in upstairs eaves room with hipped roof and lower ground floor side extension with roof terrace, glazed aluminium veranda and steps. The Parish Council resolved to SUPPORT this application due to no objections from neighbours and not imposing on anyone. T Jones has emailed BANES to notify them of the decision.

ii) 24/01202/FUL The Hollies, Hillcrest, Pensford. Erection of 3 bedroom bungalow on the gardens of The Hollies. The Parish Council could not discuss or vote on the application as they were inquorate. This needs to be on the agenda of the next Parish Council meeting. We also need to speak to BANES and ask for an extension. TJ has emailed BANES asking if this is possible.

iii) 24/01958/LBA, 4 Church Street, Pensford. Internal and external alterations to include installation of cavity wall insulation to rear extension, loft insulation to main loft and associated ventilation to loft space, replacement loft hatch, mechanical extract ventilation to kitchen and bathroom ducted through external wall, 10mm door undercut to bedroom 2 to allow cross flow of ventilation, and retrofit trickle vents to heads of existing uPVC windows to living room, bedroom 1 and bedroom 2. The Parish Council resolved to SUPPORT this application due to improving the property. TJ has emailed BANES to notify them of our decision.

iv) 24/02472/CLEU. Butts Farm , Parsonage Lane, Publow. Occupation of Butts Farm as a residential dwelling (Use Class C3) in breach of occupancy condition 2 of application WC.11016/F for a period exceeding 10 years (Certificate of Lawfulness of Existing Use). The Parish Council resolved to OBJECT this application as lifting of agricultural ties may result in lack of accommodation for people within the agricultural industry. TJ has emailed BANES to notify them.

b) Decision Notification: None

53.5. Matters for Discussion / Decision

a) The Parish Council considered a request from a resident to consider restricting the junction of Birchwood Lane & A37 by introducing ‘no right turn’. The Parish Council resolved to contact BANES and seek their advice. TJ will follow this up

b) It had been reported to the Parish Council that a new snack van was in operation at Hursley Hill. The Parish Council resolved to let local parishioner know they need to express theirs directly to BANES as Parish Council have no concerns. TJ will follow this up

c) The Parish Council considered a request to introduce parking permits for Church Street residents to allow them to overrule the time restricted parking by the Post office. It was resolved that as a parish council we have no intention of introducing such a scheme. TJ has emailed CD to inform her.

53.6. Financial Matters

a) The Financial Report was accepted proposed by Tracy and seconded by Steve Filer.

b) July payments were approved.

d) Village Hall – No update. Being let out on a fairly regular basis. Possibly replacing flat roof.

a) State of village – could more be done to get village looking nicer – raised by member of public Jane Flower
