MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 8th April 2024 in the Memorial Hall, Pensford

Present: Mr P Baxter, Mr S Filer, Mrs S Grimes(Chairman), Mr S Grimes, Mrs J Gully, Mrs T Jones, Mrs J Stephenson, Mr W Tantam, Mr Paul May(Ward Councillor), Mrs H Richardson (Clerk) and 4 Members of Public.

Public Participation:
A member of POKE (Protect out Keynsham Environment) was concerned about the land adjoining the Resourceful Earth site and asked for the Parish Council’s assistance in asking B&NES to follow up on enforcement and ensure the site is returned to its natural state.
A resident raised concerns about activity on a site in Wick Lane which has previously been refused planning. Ivy has been removed from the wall and bricks removed from the wall.

49.3. The Minutes of the Meeting held on Monday 11th March 2024 were agreed as a true and fair record and the Chairman signed them.

49.4. Planning:

a) Applications to consult: None
b) Decision Notification: None
c) Notification of Appeal: 23/04223/PIP. Jat Environmental Reclamation Ltd, Pensford Hill,: A Permission in Principle Planning Application for the Erection of up to 4 New Build Dwellinghouses (Use Class C3) and Associated Infrastructure at JAT Reclamation.

49.5. Matters for Discussion / Decision

a) The Parish Council agreed that the unofficial encampment on Hursley Hill should be reported to Enforcement. The Ward Councillor agreed to follow up.
b) The Parish Council agreed that the condition of the wall at the bottom of Short Lane was cause for concern due to a possible land slip into the A37. Work appeared to start a while ago, but it has been left in an unfinished state covered with heras fencing. The Clerk would contact CURO to ask for the work to be completed.
c) The Parish Council received an update from the Parish Council working group and agreed that it should continue to work on projects between PC meetings (but still refer back to the full Parish Council for decisions and with updates). Methods of communication between the working group should be varied to include councillors unable to attend in person in the evenings. The Working Group would present a report on their progress at the Annual Village meeting in May.
d) The Parish Council did not approve expenditure of £200 for aluminium anti-litter signs, but agreed that laminated signs should be trialled to see if they would be effective.

49.7. The B&NES Ward Councillor apologised that he had been unable to organise a local plan meeting in the parish due to personal circumstances. He is still fighting against an additional 150 – 500 houses in Whitchurch.

49.8. Reports

a) PCAA: recent meeting for Parish Council reps to meet airport staff – details to be circulated,
b) Allotments: New gatepost has been fitted.
c) ANPR: informal consultation with residents would be published imminently to help decide whether to continue.
d) Defibrillators – Grant application has been drafted to apply for funding for 2 new replacement defibs.
e) Clerks Report – circulated.
f) Chairmans report- concern about public notices obscuring official Parish Council documents on the notice boards.
