MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 13th February 2023 in the Memorial Hall, Pensford

Present: Mr P Baxter, Mr M Daniels, Mr S Filer, Mrs S Grimes, Mr T Heaford, Mrs J Stephenson (chairman), Cllr P. May (B&NES), Mrs H Richardson (Clerk) and 3 Members of Public.

Public Submissions:

36.1. Apologies: Dr L Malt, Mrs J Gully, Mrs T Jones

36.2. Declarations of Interest: None

36.3. The Minutes of the Meeting held on Monday 9th January 2023 were agreed as a true and fair record and the Chairman signed them.

36.4. Planning:

a) Applications to consult:

i) 23/00371/VAR: Belluton Yard Belluton Farm Stanton Road Pensford. Variation of condition 12 (Plans List) application 21/02893/FUL (Conversion of former stables to a dwelling, extension and associated alterations). The Parish Council resolved to SUPPORT the application.

b) Decision Notification:

i) 22/05060/FUL. 24 Hillcrest, Pensford: Erection of single storey rear extension, single storey front porch extension and ground floor plan reconfiguration following demolition of existing conservatory. PERMIT

ii) 22/04725/FUL: Gospel Hall, High Street, Pensford. Proposed conversion and extension to create a dwelling. PERMIT

36.5. Matters for Discussion / Decision

a) The Parish Council reviewed the draft Emergency Plan and agreed to appoint volunteers to take it forward.

b) The Parish Council resolved that the new date for the meeting in May would be 22nd May.(subject to availability of the Hall)

c) The Parish Council considered request from the Somerset District Miners Welfare society to take on the future upkeep an maintenance of a miners silhouette and noticeboard. The Parish Council were supporting of the idea in principle, but have asked from more information about the project and are waiting to hear back from the Pensford Miners Welfare Institute.

d) The Parish council discussed the Kings Coronation. The Clerk was requested to obtain quotes for bunting / Lamp post decorations, and also quotes for a children’s memento of the coronation. The Councillors also agreed that they would consider contributing to a village organisation if they are planning to organise a community celebration,

e) It was reported that a go fund me page has been set up to raise £4500 for the renovation of the Pensford Tower Clock.

f) The Parish Council considered a capital expenditure proposal to purchase several small pieces of land to create additional car parking for the village

36.6. Financial Matters

a) The Financial Report was accepted.

36.7. B&NES: The Ward Councillor reported that B&NES will be confirming 5% council tax increase at their full council meeting next week He has been concerned about lorries parked by Hursley Hill garage and there will be a public meeting on 23rd Feb regarding housing and the road.

36.8. Reports

a) Defibrillators – No Update, remove from updates.

b) Emptying Dog Bins. A volunteer is needed to empty the Hillcrest bin. A notice will be put on the bin to ask for a volunteer, or it will be removed.

c) PCAA – The judicial review has failed. BAAN are hoping to raise enough funds to take it to Supreme court. The PCAA’s view was that Parish councils had given as much as they could afford and so would understand the PC’s would not be asked for further donations.

d) Allotment Trees. The Clerk has received one quote and waiting to hear back from another company.

e) ANPR update. The working group potentially has three hosts and so would ask the Parish Council to consider funding a third camera out of CIL funds. To be discussed next meeting.

f) Table Tennis Table: The Village Hall committee were happy with the proposed location and so the Table can now ordered, but will need to be delivered in the Summer so that the location can be accessed across grass. Its too wet now.
