Minutes of Neighbourhood Planning Meeting – 4th February 2015

MINUTES OF A NEIGHBOURHOOD PLANNING MEETING HELD ON WEDNESDAY 4TH FEBRUARY 2015 AT 7.30 PM IN THE CHURCH ROOM CHURCH STREET PENSFORD

Present: Mr C James, Mr C Taylor, Mr A Ford, Mr S King, Mrs S Grimes, Mr P Tyson, Mrs J Stephenson, Mrs J Bragg.

1) Apologies were received from Jacquie Haigh and James Cogan

2) Chairman’s Remarks: Mr James welcomed new member Mr Tyson to the meeting.
It was also agreed that Mrs Haigh would remain on the circulation list and that Hazel Stockwell would be removed.
Mr James & Mrs Ford had attended a meeting with Cleo Newcombe-Jones at B&NES Council who is our new contact in relation to Neighbourhood Planning. Cleo Newcombe-Jones has shown an interest in visiting Pensford in the near future. Mr James reported a good meeting and in less than 12 hours further information regarding Neighbourhood Planning with useful links had been sent through from Cleo. Cleo is also had close links with Whitchurch.

3) Minutes of Previous Meetings: a) The minutes of 7th January 2015 after being circulated and read were amended to read ‘Hazel’ in replace of Helen and duly signed by Mr James as a true record.

4) Matters Arising: Draft Minutes: Logo: There had been no word back from the Primary School at present.

Financial Officer: The Parish Councils’ Responsible Financial Officer will be asked if he would take up this position. Mr James explained that any Grant monies will be paid directly to the Parish Council and therefore has to be managed by the Parish Council.

5) Feedback from the Parish Council Meeting held on Monday 12th January 2015: The formation of the Neighbourhood Planning Committee was accepted by the Parish Council. The questionnaire had been circulated to all Parish Council members prior to the meeting. However it was agreed that these would be left with Parish Councillors until the February meeting for any feedback. It was agreed that any topics which were duplicated between the Parish Council and the Neighbourhood Plan would be left in the questionnaire.

6) Items for discussion: a) Draft Questionnaire/Timescale: Cleo Newcombe Jones had read the questionnaire and encouraged the Committee to keep all issues in it even if it was felt that we are making unnecessary work by asking questions which cannot be used in the plan. These issues may be picked up elsewhere.
Section 1 of the questionnaire covers Parish Life: The Memorial Hall had been separated from the Playing Fields.
Section 3 of the questionnaire covers Transport & Access. It was reported that there is a good link in the Traffic Management Team who is Jackie Ashman who could be consulted with in the future for help with Air Pollution.

Section 5 of the questionnaire covering Business Development had been split to include Business Units and Office Units.
Items raised after the discussion on the Questionnaire were Can the Housing Development Boundary be moved?
Should Renewable Energy be included in the Questionnaire?
Should the questionnaire be put out first, then have a public meeting to discuss the findings.
After much debate it was agreed that a Public Meeting first would be the way to gain a better response. This would be held after the General Election. It will take the form of an information sharing drop in session from which all feedback can be analysed.
It was agreed that the Memorial Hall would be hired on Friday 22nd May and Saturday 23rd May. Advertising would be paramount and Attractive Displays needed.
Simon King will book the Hall and Alan Ford will book the use of the Display Boards which are in Whitchurch at present. A Banner will be put on the bridge. A licence will need to be obtained from B&NES for this. A letter will be added to the Parish Magazine and details will go on the Parish Council Web Site.
Following the Drop In Sessions the Questionnaire will be issued Week Commencing 1st June 2015 with a One Month Period given to fill out and return the Questionnaire. There will be a box placed in the Post Office and for those who cannot drop off their questionnaires there will be a collection service put in place.
Data will be analysed during the months of July & August.
September there will be a Public Meeting to give feedback.
Simon King, Alan Ford & Phil Tyson will get together to produce advertising on the boards.
Does Woollard need a Banner?
Draft Budget: Application for Grants open in April 2015, however an application form is yet to be published. It is understood that Grants will be allocated on 6 monthly amounts so an application may have to be made a number of times.
If a Referendum is held then B&NES will bear the cost of this.
Budget will be discussed further at the March Meeting when more information is available.
Sue Grimes will research other Parishes Costs.
The use of Dropbox was suggested but thought as we are not downloading large documents at present it would not be necessary.

7) Any Other Business: Woollard, High Street Traffic Speeds were discussed and maybe a 20mph limit could be put into the Neighbourhood Plan. It was confirmed that this is often discussed at Parish Council and a request made recently for a 20mph limit on Old Road was turned down by B&NES.
Terms of Reference to be obtained from Cleo Newcombe-Jones.
Memorial Hall Meeting: Mr Ford had spoken to members of the Memorial Hall Committee at the recent AGM regarding the Neighbourhood Plan all of which was well received. Mrs Grimes will be talking to the Tennis Club. Mr James will prepare a “script” for everyone to follow when talking to other groups in the Parish.

Julie Bragg will email relevant photos from the recent Character Assessments of the Parish to Simon King.

8) Date of Next Meeting: Wednesday 4th March 2015 at the Church Room, Church Street, Pensford. Cleo Newcombe-Jones will be informed about the next meeting.

Held in the Rising Sun, Pensford

Attendees:
WV Paul May (PM) Chair Group & Alyson Lampard (AL) Parish Councillor.

PP Chris James (CJ), Alan Ford (AF), Colin Taylor (CT), Julie Bragg (JB) & Sue Grimes (SG)

PM said that fear of future development had been the trigger for the plan. There was a lot of bad feeling in WV about the 200 homes proposed on the Horseworld site (in the green belt). Their best protection against unwanted development was a Neighbourhood Plan. Whitchurch PC had originally sat on the fence but was supportive now.

WVNP progress report…Alyson Lampard (PC Whitchurch)
AL said that they had had an evening meeting. It was advertised by banners and leaflet drops to every house.70 people attended. Questionnaire prepared asking what people would like etc. Names addresses/e-mails taken and list prepared. Each person on the list was contacted and asked if they would like to be involved/would they be prepared to help etc.New issues came up which hadn’t been considered. Issues had been broken down to the 10 of most concern. These included no GP. practices in Bristol have different CCG …GP practices overloaded, no shop, no parish magazine and request more bungalows
Interactive forum/face book suggested as important to reach younger people.
Sticky labels…missed opportunity gone on website
Steering group was broken into small groups. Finance, communications (WI groups etc) steering group management.
People expressed very positive views about Whitchurch village.
Steering group was considering holding another meeting during day

PP much earlier stage…set up working group 15 Oct. First meeting 15 Oct.
About 8 members working group don’t actually call ourselves steering group inc Janette Stephenson & SG PC and Julie PClerk. Trying to get more people especially younger people.
Submitted application Banes 7th Nov awaiting registration approval. Decided plan should encompass all land inside parish boundary
Informed community undertaking plan in parish mag and set up link via PC website
Met Julie O’Rourke (JO) Banes Planning 6 Nov…promised a number of things (display boards, maps and best practice survey not yet received)? WV does not have best practice survey but has display boards/maps.

A37 Both groups informed by JO that A37 not within remit Neighbourhood Planning
PM considered that this issue could be added to the plans as aspirations & could be incorporated into future land use etc. It was agreed that there were health and safety issues that shouldn’t be disregarded in neighbourhood plans. He said that he would speak to other parishes along the A37 corridor i.e. Clutton, Temple Cloud etc. Maybe we could all get together to get surveys undertaken by consultants i.e. air pollution/ transportation etc
AF Parking issue /rat runs/ pedestrian unsafe on rat runs. School pick up time especially bad

Agreed to talk to other parishes with a view to undertaking joint consultations and pooling resources.

Plan deadlines
Both groups informed by (JO) that timescale completion 11/2 to 2 years. Both were told would need to hold things up as election in May. People’s focus on election.WV Important to move on…mustn’t become a talking shop to avoid unwanted development
JO informed WV that may be able to get plan examined Jan 2016.

Finances
WV Finance group includes dep chair PC + 1 other PC
WV been informed that transitional grants have deadline tomorrow.
PP not yet designated so can’t apply for grants.
WV does not have any funding… PC is providing support as loan.
WV said there is a funding template which Banes can provide to which we will have to apply. Banes will help .Have to get quotes in normal way.

Communications
WV has their own website (separate from PC) and asked if this could be linked to ours which it could.

Relations with Banes
PM Some groups have fallen out with Banes. Both groups working with banes

 

 

Minutes of Neighbourhood Planning Meeting – 26th November 2014

MINUTES OF A NEIGHBOURHOOD PLANNING MEETING
HELD ON WEDNESDAY 26TH NOVEMBER 2014
AT SUMMERCOURT, OLD ROAD, PENSFORD, BRISTOL.

PRESENT: Chris James, Alan Ford, Umang Patel, Colin Taylor, Julie Bragg, Sue Grimes

1. Apologies were received from Janette Stephenson, Jacqui Haigh and Simon King.

2. Chairman’s remarks: Chairman welcomed all to the meeting along with new member Umang Patel. It was agreed that Julie would now take the minutes of the meeting. Future minute taking and extra hours incurred by Julie would be discussed at the next meeting.
a) Minutes of previous meetings: a) 29th October 2014: Apologies were given for the omission of colin Taylor who was present at the meeting. Apologies from Tony Heaford and Umang were added. The minutes were then signed as a correct record.
A discussion took place on how the minutes should be recorded. It was agreed that draft minutes should be submitted to all and feedback given to the Chairman.
Publication of the minutes will take place once they have been agreed. Minutes will be placed on the Parish Council Web Site which has a link to the Neighbourhood Plan.
What is a Neighbourhood Plan? Chris James has written and submitted an article for the Parish Magazine to raise awareness of the Neighbourhood Plan and to inform the Parishioners about the Application and the Designated Area. The Neighbourhood Plan application has been signed by the Chairman of the Parish Council and submitted to B&NES. A confirmation e.mail has been received and the application should be live by the end of November. All members present at the meeting were happy with this.
5 November (with Julie O’Rourke): A successful meeting was held with Julie O’Rourke with much information gleaned. The recording of all details and the minuting of every meeting is paramount in the recording of the Neighbourhood Plan process. Matters Arising: Suggestions of an Outstanding List of items to do was suggested along with maybe a numbering system of each paragraph on the minutes to help with an audit trail. An up to date Parish Map is needed. Julie circulated the one which is held by the Parish Council which is adequate for the needs of the Neighbourhood Plan. An example of a questionnaire is awaited from Julie O’Rourke.

3. Feedback from Parish Council Meeting 10 November: Full support from the Parish Council has been given. Mr Paul May Chairman of Whitchurch Neighbourhood Planning Committee was present at the Parish Council and offered to attend a future meeting with Pensford Neighbourhood Plan Committee.

4. Items for Discussion
– Raising awareness: The Parish Magazine article will start people thinking. A copy of the article will be added to the web site. The Webmaster will work out how many hits that the Neighbourhood Plan Section of the Web Site is receiving.
– Logo: It was agreed that we should have a Logo. Chris James has spoken with one of the School Governors who will ask the School Council to discuss this. All members of the Committee were happy to accept the school involvement.
– Posters were suggested to raise public awareness. Umang offered the help of the Post Office for distribution of the leaflets. It was thought that maybe a leaflet drop could coincide with a questionnaire in Late January. Julie O’Rourke implied that maybe a leaflet drop should be done after the elections? Chris James summarised the points by suggesting a meeting in January where we can discuss further advertising in the Parish Magazine. We can then inform the public that we are now designated and give more information on key areas and make reference to the Web Site and encourage recruitment.
– Key areas: Key Areas were defined very similarly to the Stanton Drew Neighbourhood Plan i.e. Environment & Landscape, Facilities & Services, Planning & Development, Transport & Movement. It was thought that maybe Transport would be defined in a different way. Parking issues were discussed.
– Consulting the community: Colin Taylor, Sue Grimes and Alan Ford will hold a meeting to draft out a questionnaire and work out a structure for Drop In sessions. These open meetings will be crucial. Display boards will need to be well organised, then as a result of these meetings the questionnaire will then be defined.
– Community involvement: Volunteeers are needed to help be part of the Neighbourhood Plan. It is hoped that the article in the Parish Magazine will help and maybe the Public Meetings will be a good source to find volunteers.The School will be asked to produce a letter alongside the Logo to raise awareness of the need for volunteers. Sue Grimes will ask members of the Tennis Club. Regular Members of the Public who attend the Parish Council meetings will be asked. Alan Ford will flag this up at the Memorial Hall meetings.
– Timescale: To be discussed at the next meeting. Initial thoughts were Open Meetings followed by the Questionnaire.
– Funding:
o Sources of funding: Until the area is designated we cannot apply for funding. The next lot of Government Funding will be released in April 2015. Funding will be placed on the agenda for discussion at the next meeting. The Parish Council will be asked for help with funding. Costs which will need to be covered are Hall Hire for Public Meetings initially. A budget will be prepared. Sue Grimes, Alan Ford & Colin Taylor will discuss a budget and how much we may need.

5. AOB. Structure: It was suggested by Julie O’Rourke to draw up an Organisation Chart and add names to it.
Chris James explained that we need to formalise who we are. This can be done at a later stage when enough volunteers have come forward.
Colin Taylor suggested that a catalogue of ideas should be kept. At previous meetings ideas have been suggested for pavements, green triangle, flooding in Church Street. All these ideas need to be kept. Also the Conservation Area, Coal Mining History of the Village, the problem of the A37. It was agreed that these items should be called Topics and that Colin Taylor would be the guardian of the list of Topics.

6. Date and venue for next meeting. Thanks were extended to Alan for once again accommodating us in his home. It was felt now that meetings should be held at a different venue which will hopefully be the Church Room.
The Parish Council will be asked to help fund the hire of the room.
CT, SG & ALF will meet on 11th December 2014 to discuss timetable, budget & Surveys.
A future meeting with Julie O’Rourke was suggested for early February and if suits a Friday was suggested. Julie will obtain some dates from JOR.
Julie will obtain a Best Practice Survey sample from JOR.
A meeting will be arranged with Paul May from Whitchurch for the 4th December 2014.

Next Group Meeting: Wednesday 7th January 2015 at The Church Room, Church Street, Pensford at 7.30p.m.
