MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL

Held on Monday 22nd May 2023 in the Memorial Hall, Pensford

Present: Mr P Baxter, C Dinsdale, Mr S Filer, Mrs S Grimes(Chairman), Mr S Grimes, Mrs T Jones, Dr L Malt, Mrs J Stephenson, Mr W Tantam (part), Mrs H Richardson (Clerk) and 5 Members of Public.

39.1. Sue Grimes was elected as Chairman, Paul Baxter was elected as Vice Chairman.
39.2. Sue Grimes signed the declaration of acceptance of office.

Public Participation: A resident asked if flowers could be put on the railings of the Bridge on the A37. It was reported that when previously requested, B&NES had said no.

39.3. Apologies: Mr S Filer, Mrs J Gully & Paul May (Ward Councillor)

39.4. Declarations of Interest: None

39.5. William Tantam was co-opted onto the Parish Council.

39.6. Representative appointments were made as follows:

l) ANPR Working Group: Steve Grimes, Tracy Jones, Dom Lowe, Steve Filer.

39.7. The Standing Orders were reviewed and the Clerk was asked to add the amendment which removed the European Procurement, Directive,

39.8. The Schedule of meetings for 2023-24 was approved.

39.9. The Risk assessment 2023 was approved with the inclusion of mitigation for a data protection breach.

39.10. The Minutes of the Meeting held on Monday 9th April 2023 were agreed as a true and fair record and the Chairman signed them.

39.11. Planning:

a) Applications to consult:

i) 23/01659/TCA. Bramley Cottage, Publow Lane, Woollard. T1 (Apple)- Fell The Parish Council resolved to SUPPORT the application.

ii) 21/05576/FUL. Westward, 2 The Orchard, Pensford. Erection of two semi-detached dwellings with access. – Revised Information). The Parish Council resolved to OBJECT to the proposal due to overdevelopment of the site, and concerns about the access onto the A37 from Police Lane

b) Decision Notification:

i) 21/05455/FUL: Coombe House, Church Street, Pensford : Change of use, restoration and extension from commercial and residential storage to one dwelling (Use Class C3). PERMIT

39.12. Matters for Discussion / Decision

a) The Parish Council received a request to arrange to tidy up the area around the seat on Pensford Hill. A member of public at the meeting offered to attend to it.

b) The Parish Council were asked to consider the requirement for a recycling bin at the Village Hall. The representative to the Village Hall committee said they would raise it at the next Hall meeting.

39.13. Financial Matters

a) The Financial Report was accepted.

b) May payments were approved.

39.14. Reports

a) Marquee: The new marquee was used successfully for the Kings Coronation. PB to put together policy for usage & Storage etc.
b) Coronation: Lots of residents joined in the celebrations. There are no spare mugs.
c) Defibrillators – No update
d) ANPR – 2 devices have been ordered. SF would order signage. DBS checks to go ahead.
e) Clerks Report – circulated
f) The Chairman – Nothing to add

39.15. Items to carry forward to the next meeting: Expand role of Footpath Officer, Wessex water filling points, Suggestions box, Safe footpaths.
