MINUTES OF A MEETING OF PUBLOW WITH PENSFORD PARISH COUNCIL
HELD ON MONDAY 12th December 2022 IN THE MEMORIAL HALL, PENSFORD
Present: Mr P Baxter, Mr M Daniels, Mrs S Grimes, Mr T Heaford, Dr L Malt, Mrs J Stephenson (chairman), Mrs J Gully, Mrs T Jones, Cllr P. May (B&NES), Mrs H Richardson (Clerk) and 2 Members of Public.
Public Submissions: A resident asked the Parish Council to look into whether planning permission was required for the new bar in the garden of the Rising Sun, and whether a barn being used to serve food & drinks is licenced.34.1. Apologies: Mr S Filer, Ms J Flower.
34.2. Declarations of Interest: None
34.3. The Minutes of the Meeting held on Monday 14th November 2022 were agreed as a true and fair record and the Chairman signed them.
34.4. Planning:
a) Applications to consult:
i) 22/04722/COND: Brantfell,14 Woollard Lane, Publow Discharge of condition 2 of application 22/01881/FUL (Renovation and extension of existing dwelling. Erection of new two-storey front porch extension and rear two-storey extension. Raising of existing roof height and alterations to roof shape. Demolition of existing structures.). The Parish Council resolved not to comment
ii) 22/04736/FUL: The Teasel Barn, Stanton Road, Pensford. Extension and conversion of detached garage into a garage and residential annex to The Teasel Barn. The Parish Council resolved to SUPPORT the application.
iii) 22/04725/FUL: Gospel Hall, High Street, Pensford. Proposed conversion and extension to create a dwelling. The Parish Council resolved to SUPPORT the application.
b) Decision Notification: None
34.5. Matters for Discussion / Decision
a) The Parish council considered a quote for a tree survey but requested 2 further options before making a decision.
b) The Parish Council adopted the updated Terms of Reference for the Climate & Nature Emergency Working Group
c) The Parish Council reviewed the second draft of the 2023-24 budget, to be discussed again next month.
d) The motion to consider the use of the Old School Rooms (formally known as the Church Rooms)as a venue for Parish Council meetings, was postponed until the next meeting as the proposer was not in attendance.
e) The Ward councillor explained that he is committed to finding a solution to the Parking Issue in the Parish and to improve the safety of the route to school

b) December payments were approved.

34.7. B&NES: The Ward Councillor is still pushing for enforcement to ensure the removal of the buildings at the site of the anaerobic digester, and restoring the land to greenbelt. Children’s Services have overspent by £4 million and B&NES will be looking to cut costs in Highways & Planning.
