Please keep your speech to a maximum of 3 minutes. Additionally, the applicant or their agent may verbally present planning applications. You are not guaranteed a slot if you do not book in advance. Please note the Parish Council cannot make a decision on items that are not on the agenda, but items may be put forward for the agenda for the next meeting.

7. Matters for discussion/decision:

a) To resolve to adopt Supplementary Standing Orders to meet the statutory requirements for the holding of remote meetings, and this lasts until May 7th, 2021 or the repeal of legislation whichever is the earlier.
b) To report our response to Local Plan Partial Update & Draft Statement of community involvement
c) To review the policy schedule for the annual insurance cover and approve payment.

a) Applications to consult:

i) 20/01520/FUL: Fairfield House, Woollard Lane, Publow: The Demolition of 2 side glass extensions/conservatories and the erection of a single / double storey side extension. Existing rear balcony is to be extended over the single storey part of the side extension.
ii) 20/01547/FUL: Land to the North of the Orchard, High Street, Pensford: Erection of 3 bed dwelling with Parking.
iii) 20/01571/CLEU: Sunny Acres, Woollard Lane, Publow. Use of Annexe attached to Sunny Acres as a separate dwelling (Certificate of Lawfulness)

b) Decision Notification:

i) 20/01002/HPD: 55 Hillcrest, Pensford. Prior approval request for single storey flat roofed rear extension that would 1) extend beyond the rear wall of the original house by 4 metres 2) have a maximum height of 3.25 metres and 3) have eaves that are 3 metres high. APPROVE
ii) 19/04752/FUL: 40 Hillcrest, Pensford. Demolition of existing double garage and creation of a new one bedroom bungalow. REFUSE
iii) 20/00894/FUL: Wyvern, Publow Lane, Woollard. Erection of a single storey extension following removal of conservatory. PERMIT

Planning

Responded to Planning Consultations discussed at April meeting

Held extra planning meeting for applications that were sent out between meetings

Circulated & prepared planning consultations for May Meeting

Cheques

Visited two signatories for signing cheques

Sent out payments approved at April meeting

Natwest

Visited local branch.  Printed off Bank Statements from end of January – April with authorisation letter signed by two councillors.  They were unable to print one of the accounts as one of the signatories is not a signatory for that account.  They asked for one of the signatories to go into the branch to request the bank statement (ending 1709)

Need to find out why all the signatories have not been applied to that account.

Also looked into why bank statements aren’t being sent out.  They confirmed they have the correct address, and think they have corrected it so all the statements will be sent on 31st May.

End of Year Accounts

PKF Littlejohn have put the AGAR forms on their website and instructions have now been received.  Started preparing end of year accounts – still need the missing statement for account ending 1709.

Need to be submitted by 31st July.

ALCA

Virtual meeting with ALCA Clerks – discussed External Audit, grant for Local Councils? Village Hall Business interruption grant, virtual access till May 2021? payscales, zoom licences, New code of Conduct consultation due soon

Coronavirus

Ordered 50 masks on 23rd April -due to be delivered on May 12th – May 22nd.

Emailed young Bristol to say that we would like to work with them after lockdown
